This short poem is in the style of a riddle.
I think it will be solved pretty quickly.
The clues are there...

Such jollity and freshness
So like a teenage girl.

Such melody and sweetness
Has me in a whirl.

Can this be our capital?
Well it used to be.

I just donít recognise it now
No more cockaign for meÖ
